INDUSTRY STRATEGY

The Advanced Instrument Manufactures Association initiated a project of strategy development for the instrument and electronics industry of the Republic of Belarus. The project was launched recently, but there is already a tangible effect: the hardware business community in our country is ready for change.

1. What is the purpose of developing an industry strategy?

Industry strategy is developed to increase competitiveness and, as a result, increase the revenue and profits of companies of Belarusian companies.

2. What should the strategy contain? What questions should it answer?

An industry development strategy is similar to a business (company) development strategy. First of all, it is competitiveness, i.e. the formation of a competitive business model, as well as the identification of distinctive features, advantages and unique trading offers that will distinguish Belarusian instrument-making among a wide range of players.

The strategy should answer two questions: (1) What business model will increase competitiveness? (2) How to carry out the transformation?


3. Who needs a strategy?

Current active and future members of the Association need a strategy.

Ultimately, a strategy is needed to increase profits. The Association was created to increase the competitiveness of Belarusian instrument-making companies, and the Strategy describes how the Association will achieve this goal.


4. Who and how will use the strategy?

Current active and future members of the Association will use the strategy.

But (!) there are external organizations interested in certain "parts" of the strategy: scientific institutions, universities, government bodies, etc.

The holder of the strategy is the Association only.


5. Will it be a declarative document or a guide with a clear plan of action?

The strategy will become a guide with an action plan. The management will answer the question “Where are we going?”, and the action plan will help to achieve this goal.

The strategy will also become a declaration, from which it will be clear who we are and what we are doing (preamble). But a declaration can only appear after drawing up a manual and a clear plan of action.

Project goals

The objectives of the project are: the sustainable development of instrument-making and electronics enterprises, the sustainable development of this industry in the Republic of Belarus as a whole, as well as the achievement of a synergistic effect at the public-private level partnership.

We see the country's hardware business community as the subject of the industry development strategy. And, of course, the key condition for the "emergence" of such a strategy is the readiness of leading hardware companies to participate in its creation and implementation, as well as the combination of the government and business efforts aimed at its development and "launch".

A critical point is the ability of the target business community to “see wide”, i.e. try to move from the partial to whole, namely: to see the long-term prospects of the industry as a whole and not just your business, to be prepared for changes at various levels, to think through and create such tools of internal and external interaction that would help to anticipate and prevent risks in the future rather than deal with their consequences.


The state, being a regulator in the formation of the industry, only in cooperation with the business community will be able to promote a new industry policy, and by common efforts it is possible to determine long-term interests and strategic goals.



Project objectives

1. Get a holistic picture of opportunities and risks, as well as an assessment of industry trends

• Collect data on industry trends, opportunities and risks;

• Prepare an analysis of the information collected, align vision of the industry situation and of the electronics markets.

2. Offer possible business development strategies

• To analyze the strategies used by other countries and successful companies at present (Belarusian and foreign companies);


• Discuss with the customers possible options for positioning Belarusian companies in the future, possible strategic goals;


• Develop plans for achieving goals, offer tools for plans implementation.


3. Develop an industry development strategy

• Develop a strategy for the development of the industry under the current government industry policy (development due through the coordinated efforts of enterprises and business community activity);

• Develop an industry development strategy with the active government support;


4. Present the industry development strategy to customers and government regulators.

Expected results

We want to create an agreed document for the development of the industry in the Republic of Belarus, which in the medium and long term solves the following tasks:

1. For the sustainable development of the country:

1.1. Formation of transparent conditions for interaction between all economic entities related to the industry (PVT, SEZs, universities, the Academy of Sciences and institutes, private laboratories, large state enterprises, private service and product type companies);

1.2. Determination of the competitive specialization of the Republic of Belarus in unique technologies and the development of specialized clusters;

1.3. An increase in the number of Belarusian companies involved in electronics and instrument engineering. Ecosystem development throughout the product chain;

1.4. Growth of investment attractiveness of the Republic of Belarus;

1.5. The growth of economic indicators of the industry both in absolute terms and in relative terms in the composition of the GDP of the Republic of Belarus.

2. For synergies at the level of public-private partnership:

2.1. Increased efficiency in the application / implementation of created technologies and solutions;
2.2. Adaptation of the higher education system to the modern requirements of the labor market and the needs of leading companies in the industry;
2.3. Attraction of the leading world experts in the field of electronics, scientists and teachers to the country for integration with companies, institutes and laboratories in the Republic of Belarus.

3. For the sustainable development of industry enterprises:

3.1. Growth in revenue and exports of industry enterprises;

3.2. Profitability growth of companies due to:

3.2.1. Improving the commercial effectiveness of projects implemented by enterprises;

3.2.2. Improving the efficiency of using own and attracted resources;

3.2.3. Use of the geographical location and special conditions created in the country;

3.3. Improving the investment attractiveness of enterprises and their projects for private investors.


Project tools

At this stage, as the main tool for developing our project and collecting important "live" information from the hardware business community and the public sector, we use Round tables - thematic meetings, in which there is an exchange of ideas about opportunities and risks, discussion of ideas, resource limitations, development approaches, promotion tools, sales, business management.

Six round tables have already been held successfully.

And just recently, the Association, together with the Belarusian Economic Research and Education Center BEROC, launched a study of the industry: we start with a survey. We will be glad if you take a little of your time and participate in the survey.


Project participants

Today, active participants in the project are the initiators and members of the Association, the country's leading hardware companies, as well as hardware companies interested in this project, with similar beliefs and ideas about the future of the industry.

The first six Round tables have already been held, two more ahead! The themes of the tables have already been formulated, the exact dates are being specified.
